Dr. Abu Bakr Al-Qirbi is a well-known Arab diplomats, led the diplomatic of Yemen for nearly 15 years. The man still optimistic Despite the difficulties faced Yemen that his country is able to overcome and build their unity, that is the solution to problems faced Yemen in his opinion..
Dr. Al-Qirbi Talked to « Al-Ahram » on the sidelines of a meeting of Arab foreign ministers stressed the need to build a new Arab system, and hoped to be able to contain the Kuwait Arab disputes before the coming Arab summit.
I asked him: Is it possible that the results of national dialogue in Yemen lead to a real stability?
I would imagine that the outputs of the national dialogue has positive results, which is the beginning of a new constitution in Yemen, which will be put to a referendum, and then followed by parliamentary and presidential elections according to the new constitution, and so far we have succeeded in passing several stages of the transition successfully, including early elections and forming a government of reconciliation and dialogue National, which has been done, but this does not mean that there is no challenges and risks to Yemen in the coming stages.
What is the most important of these risks from your point of view?
Are of two types , internal risk of how to deal Yemeni parties responsible in the implementation of the remaining of the Gulf initiative , and how to succeed in improving the conditions of citizens’ economic and living conditions as they reflected on the general situation in the country , and how they face the acts of damage and terrorism , and this is a national responsibility , but also as a result of the situation in region Altogether , there are several external interference in Yemeni affairs , including positive and negative , and for this we hope to put in Yemen, the country’s interest supreme in the first place and avoid the political jockeying that almost in the past to lead Yemen to conflicts and civil war ,Except that Yemeni politicians in the last disbelieve it, and entered in the implementation of the Gulf initiative.
You spoke about terrorism and al-Qaeda in the Arabian Peninsula of the most dangerous terrorist organizations and threatens the state and the Yemeni people.. How will you deal with him, is there a plan to surround?
This regulation is clear from the name that it is not only in Yemen , but in the entire Arabian Peninsula , which is also part of the al-Qaeda international , but the first success in the fight against al-Qaida and terrorism must be within the framework of international effort involving all the countries of the region and the international community , because it needs to the work of intelligence and potential logistical , and this first dimension , second dimension we have in Yemen national strategy to combat terrorism , which has been prepared and will be implemented soon , a need to great potential and logistic support , and the conviction that we have reached now in Yemen that terrorism cannot be eradicated only by armed force , but must face the thought , packaging and society as a whole bears the responsibility for combat .
Saudi Arabia announced that Muslim Brotherhood and other groups as a terrorist organizations.. How do you see it?
I think that every state find groups threaten its security and stability and have the right to put it on the list of terrorism , As is the case at the international level.
What about the Houthis and Southern Movement?
These have political demands and the rights they want to provide them with the state, but of course if turning any of these groups to violence, the state must deal with this violence, it should not be handed over to any State Party wants to impose its will by force.
The federal decision to divide the country into six regions sparked controversy in the Arab world like a threat to the unity of Yemen ?
This vision has two reasons , firstly the Arab peoples understand unity remoteness Central extreme , while the fact that this is one of the problems that sometimes lead to calls for secession , to limit the central state in the capital only , and memorable rural and remote areas , and this in itself is threatened by the unit national and southern Movement in Yemen resulted from the grumbling of extreme centralization , which felt it robbed them a lot of their rights in the southern provinces , and this is addressed to abandon the central and given to the people of the different regions of freedom in the management of their affairs and a share of the wealth produced in their areas.
But it seems that the federal does not satisfy many of the Southern Movement, and said it would not discourage them from their demands for secession?
The Southern Movement is composed of several groups , and I think that the minority is demanding disengagement or separation , and even this group believe that the solution to their demands is to be subject to the will of the people of the southern provinces when the constitution is drafted and be a referendum it , because the majority of the people of the southern provinces do not want to secede , they are want a partnership in governance and justice in the distribution of wealth and management of their affairs and the new constitution will bring all of these demands , and everyone was agreed on the outcomes of the national dialogue , but a group of 60 members of the 280 representatives of the people of the south .
Is there hope in the survival of Yemen unified in your opinion?
I am a believer that the unit is the solution to Yemen’s problems, and thus all Yemenis wise people know that unity is the way to build a new Yemen.
Does the recent Security Council resolution imposing sanctions on spoilers for a political settlement a positive effect?
I think it would have a positive impact and good in this decision that he did not specify a particular party as an administrator for obstruction, but also identified the concept of obstruction, to undertake any political activity undemocratic and non-licensed, and also violence and terrorism.
How do you see the step Saudi Arabia and the United Arab Emirates and Bahrain withdraw their ambassadors from Qatar, Yemen is still whether or hoping to find an opportunity to join the Gulf Cooperation Council?
We are sorry first for any tension in the relations of Arab-Arab, and the GCC for us states sister, and we consider ourselves part in this assembly Gulf, even if we were not the members of it, because our destiny is in the Arabian Peninsula and one, and this tension that happened, even though we wish we did not at all, but I think that maybe now offers the opportunity of a new Gulf countries in order to getting caught in the path of the Council under challenges.
Are these differences affect the other on the upcoming Arab summit ?
I hope not affect , and we hope to be able to Emir of Kuwait Sheikh Sabah Al-Ahmad wisdom that the active role for the restoration of these differences , and I hope that the summit in Kuwait beginning of a new Arab order we need , and the Arab League , unfortunately, despite what happened the evolution but they now need to review the work Arab joint .
How do you see the relations of Yemen Egyptian, how do you see the change that has occurred in Egypt after June 30?
Egypt truly is the heart of the Arab nation, and therefore cannot be for the Arab world to settle down from the ocean to the Gulf, but the stability of Egypt, We are interested in Yemen, Egypt’s stability, and all scored Development in Egypt, because Egypt’s economic power and human, and also have a standing military in the region, and that security and stability will be reflected all of us negatively or positively. And what happened in Egypt after the revolutions of January 25 or June 30 is to meet the demands of the Egyptian people, but should not be one objected to it.
